David Connet f94676f0cb Support linking with static runtime when using MSBuild 
Add wxRuntimeLibs property which is set to "dynamic" by default, but can
also be set to "static" (e.g. with "msbuild /p:wxRuntimeLibs=static") to
build the libraries using static CRT libraries.

Closes #22693.
