CMake: Update script for minimal sample 
Update the minimum CMake version, to get rid of deprecation warning.
Remove wxWidgets_USE_FILE, this is not defined in CONFIG mode.
Link with the wxWidgets::wxWidgets target.
Use the manifest from wx.rc instead of the default MSVC manifest.
