This function can be used to check if drawing on wxClientDC actually
works. This has to be a run-time, rather than compile-time, check
because in wxGTK3 this depends on the backend being used: wxClientDC
only doesn't work with Wayland, but does work with X11 (and, less
importantly, Win32) backend(s).
Currently the wxWindow parameter of this function is not used but it
could be useful in the future and it will be simpler to allow not
specifying it (by defaulting it to nullptr) than to add it later, so it
seems better to have it.
Having this line is not useful at all as it doesn't contain any
information and shouldn't be filled in the future as git-shortlog can
provide the information about people who changed the given file more
more reliably than consulting the comments in any case.
Keep the non-blank lines for historical purposes.
This is a combination of running clang-tidy with modernize-use-nullptr
check for some ports (GTK, X11, OSX) and manual changes to the ports for
which it couldn't be used easily (MSW, DFB) and also manually updating
the docs.
Also replace NULL with null or nullptr in the comments as this is more
consistent with the use of nullptr in the code and makes it simpler to
grep for the remaining occurrences of NULL itself.
And also use null in the assert messages.
Only a few occurrences of "NULL" are still left in non-C files, mostly
corresponding to unclear comments or string output which it might not be
safe to change.
This keyword is not expanded by Git which means it's not replaced with the
correct revision value in the releases made using git-based scripts and it's
confusing to have lines with unexpanded "$Id$" in the released files. As
expanding them with Git is not that simple (it could be done with git archive
and export-subst attribute) and there are not many benefits in having them in
the first place, just remove all these lines.
If nothing else, this will make an eventual transition to Git simpler.

This fixes a long standing problem with 2 wxPaintDC created one after another
(and not with nested lifetimes, which was handled by the caching mechanism
previously used) not working correctly. And as this was exactly what happened
when handling wxEVT_PAINT for wxScrolled, it also fixes drawing artefacts when
using scrolled windows.

Fixed commented names (path, filename, and extension) of files in include/ and src/. Prepended the names in src/ with "src/" everywhere, while starting those in include/wx/ with "wx/".

Some files containing third-party sources (src/msw/wince/time.cpp,
