Make non-live resizing possible on all supported platforms thanks to wxOverlay.
Previously, live resizing was the only supported mode under these platforms:
wxMac, wxQt and wxGTK3 under Wayland.
Also remove no longer needed function AlwaysUsesLiveUpdate and its documentation.
This is similar to wxAuiManager::AlwaysUsesLiveResize() and does the
same thing, i.e. returns true if live update is always used, whether
wxSP_LIVE_UPDATE is enabled or not.
Use the new function in the sample to disable the menu item in the
environments where it doesn't do anything, as it was confusing to have
it under e.g. Wayland.
Having this line is not useful at all as it doesn't contain any
information and shouldn't be filled in the future as git-shortlog can
provide the information about people who changed the given file more
more reliably than consulting the comments in any case.
Keep the non-blank lines for historical purposes.
This is a combination of running clang-tidy with modernize-use-nullptr
check for some ports (GTK, X11, OSX) and manual changes to the ports for
which it couldn't be used easily (MSW, DFB) and also manually updating
the docs.
Also replace NULL with null or nullptr in the comments as this is more
consistent with the use of nullptr in the code and makes it simpler to
grep for the remaining occurrences of NULL itself.
And also use null in the assert messages.
Only a few occurrences of "NULL" are still left in non-C files, mostly
corresponding to unclear comments or string output which it might not be
safe to change.
This doesn't seem to be necessary and is actually actively harmful, as
this code prevented tooltips from working with non-native windows, such
as those used inside wxSplitterWindow in the splitter sample.
Just remove this code entirely and add SetToolTip() calls to the sample
to show that they do work now.

The sample could crash after the following sequence of actions:
1. Resize splitter to hide the right/left window.
2. Activate replace menu action.
Fix this by checking if the window being replaced is non-null.

This keyword is not expanded by Git which means it's not replaced with the
correct revision value in the releases made using git-based scripts and it's
confusing to have lines with unexpanded "$Id$" in the released files. As
expanding them with Git is not that simple (it could be done with git archive
and export-subst attribute) and there are not many benefits in having them in
the first place, just remove all these lines.
If nothing else, this will make an eventual transition to Git simpler.

The sample contains disabled code for using other type of windows than
MyCanvas for the splitter children but it didn't compile any more because the
variables were declared as wxScrolledWindow. Fix this by using just wxWindow
for them.

Add a special symbol which is defined only if the icons and other images (e.g.
cursor) are in the separate resource files and don't need to be embedded as
XPMs in the main program.
This makes the checks more clear and more customizable as it's enough to
change wxHAS_IMAGES_IN_RESOURCES definition instead of changing many platform
checks.

The initial splitter size must be set correctly when using gravity with
wxSplitterWindow as otherwise the sash would jump on first resize -- which was
exactly what happened in the splitter sample.
Add a SetSize() call to the sample with the comment explaining why is it
needed and also actually make it stick as the cached last size was not updated
before the splitter was split before.

exist) and consistently spell "licence" using British spelling.
