This opens many customization possibilities beyond those provided by
wxWebView API and also allows to process CEF IPC messages much more
efficiently than what is possible using wxEvents.

webview_chromium.cpp requires using C++17 as it includes CEF headers
that require it (e.g. they use std::in_place) and we need to use the
same options all files in this project as they share the same PCH, so
just use C++17 for all of them -- it should do no harm.
Just include wxWebViewChromium in the webview library if it's enabled
during the build.
There doesn't seem to be any reason to build a separate library for it,
it's not really different from the other disabled by default wxWebView
backend (Edge).
And now that we don't need to link with an extra library, there is also
no need to have a separate webview_chromium sample, so just add a
possibility to run webview sample itself using Chromium backend by
setting WX_WEBVIEW_BACKEND environment variable.
Add wxRuntimeLibs property which is set to "dynamic" by default, but can
also be set to "static" (e.g. with "msbuild /p:wxRuntimeLibs=static") to
build the libraries using static CRT libraries.

Add a new build option wxUSE_WEBVIEW_EDGE_STATIC.
If it is set to 1 the WebView2 loader is static linked into the binary
and removes the runtime dependency on WebView2Loader.dll.
Replace the use of Henry Spencer's regex library with PCRE at the build
level and enable wxUSE_PCRE in wxRegEx code to switch to PCRE-based
implementation there.
Note that this has to be done unconditionally because there is no simple
way to select between the previously used regex library and PCRE at the
makefiles level.
We could still keep the possibility to use the system regex library
under Unix, but this doesn't seem to be worth doing, as we don't support
Unicode REs properly when using it (and never did), so drop support for
this too.
Use the same format as is used by MSVS itself to avoid spurious changes when
modifying the files. Notably:
- Use DOS end of line format (0D 0A).
- Add UTF-8 BOM (EF BB BF) to the beginning of the files.
- Do not put CR LF at the end of the last line in the file.

Having CRLF files in the repository with eol=crlf breaks just about
everything, e.g. any rebase/merge involving these files would fail.
Try to fix this by making sure the files use LF in the repository and CRLF is
only used in the working copy.
Get rid of version-specific MSVS project files, we can reuse the same projects
for all MSBuild-based versions, i.e. 2010, 2011 and 2013.
