Fix linking of wxscintilla in static monolithic build

wx-config didn't report -lwxscintilla for `wx-config --libs stc` in static
monolithic build.

Since stc is a part of monolithic lib, -lwxscintilla will be reported
for `wx-config --libs` now as well.
